The provisions that govern the energy efficiency of commercial and non-residential buildings differ from stand alone dwellings and apartments. The Section J deemed to satisfy pathway assesses the building envelope, including glazing, sealing, lighting and air conditioning to ensure compliance is met under the 2025 NCC.

Most projects reach us at the point where a building surveyor has asked for a Section J report. The value in engaging earlier is that the envelope and glazing decisions driving the result are still open. Once the facade is documented and priced, the remaining routes to compliance are usually the expensive ones.

Where a Deemed-to-Satisfy outcome cannot be reached economically, a JV3 verification or a Performance Solution may be the better route. We will tell you which applies before the fee is set.

Energy efficiency compliance for Class 2 to Class 9 buildings under NCC 2025 Volume One Section J, assessed via the Deemed-to-Satisfy provisions, including a Section J compliance report suitable for submission to your building surveyor or the relevant authority.

how the process works

Stage 1 — Project Initiation. Studio Bun reviews your drawings, specifications and brief, identifies the NCC 2025 requirements that apply to the project, and issues a proposed compliance pathway together with a fixed fee covering the full process.

Stage 2 — Preliminary Assessment & Design Advice. The proposed design is assessed against the Section J provisions. We issue a Preliminary Assessment Report setting out what is required for compliance. This stage identifies the key challenges to the project and the improvements available, whether to exceed compliance or to reduce the cost of meeting it.

Stage 3 — Design Iteration & Optimisation. Between the preliminary and final reports we allow two rounds of minor changes to the design, and a meeting to review the recommendations. From here we can focus on cost efficiency or on performance, as the project requires.

Stage 4 — Final Reporting. Once the final specification and design are documented, we confirm each provision is satisfied and issue the final Section J compliance report for your building surveyor, alongside a stamped set of drawings. Changes after the final report is issued are charged at an additional rate, depending on the size and scope of the change.

What is a Section J report?

It's the document that demonstrates a commercial or non-residential building meets the energy efficiency requirements of NCC 2025 Volume One (Section J). Building surveyors and councils require it for the building permit. It covers the building's fabric, glazing, sealing, air-conditioning and ventilation, lighting and power.

What's the difference between Section J and NatHERS?

They apply to different buildings. NatHERS is for homes (NCC Volume Two, Class 1 dwellings). Section J is for commercial and non-residential buildings (NCC Volume One, Classes 2 to 9). If your project is an apartment building, office, shop, warehouse or similar, Section J is the relevant framework; if it's a house or townhouse, it's NatHERS or the Elemental Provisions.

What's the difference between the Section J DtS pathway and JV3?

DtS is the prescriptive route: meet the specified elemental requirements and you comply. JV3 is a performance route that uses reference-building energy modelling to show your design performs at least as well as a compliant benchmark, which gives more design flexibility (useful for highly glazed buildings) but takes more analysis. We can advise which route suits your building.

Do I need a Section J report for my project?

When should I engage a Section J consultant?

Early. Envelope, glazing and services decisions all affect Section J, and they're expensive to change late. Getting the requirements on the table during design development avoids costly rework near permit stage.
